Police are investigating a shooting at the CBS Radio building in Dallas.

Dallas police spokesman Warren Mitchell said a 911 call about two shots reportedly fired around the area of 4131 North Central Expressway was made at 3:08 p.m. Friday.

No one was hurt

The 12-story building holds offices for multiple businesses, as well as facilities for local CBS Radio stations.

One shot hit a window in the office of Pete Schulte, an attorney who works on the sixth floor of the building.

"All of a sudden, I heard a humongous boom and, within a split second, the glass shattered in my office," he said

Schulte said he believes the double-pane glass stopped the bullet from entering his office.

Schulte, a former police officer, said he believes the shots came from a rifle fired on North Central Expressway or the frontage road.

"I was a police officer, and that's what concerns me," he said. "I am very much hoping it was random -- someone off the highway or service road -- but I guess you never know."

By late Friday afternoon, crews were already at work replacing the shattered glass.

Schulte said it may take some time for his shattered nerves to recover.

"It brings back my memories from when I was a police officer, when I was shot at," he said. "I'm a little on edge."

Schulte was critical of the Dallas Police Department's response time. It took police officers more than an hour and a half to respond after the 911 call was made. The situation was filed as a criminal mischief/vandalism, so it was not given high priority.

Dallas school trustees voted on Thursday to end a 45-minute extension to teacher workdays that was approved in January.

Teachers filed into the Dallas Independent School District board meeting prepared for battle.

They called on the board to overturn a policy that added 45 minutes to their day without any extra pay. After several hours of discussion, the board agreed with them, voting unanimously to put an end to the extended workday.

"It's emotional," said Rena Honea, Alliance AFT president. "They have a history with this district. They are here for these kids, and they have continued with all the confusion and chaos. As I was walking out, teachers were like, 'Yes, they listened. They heard.'"

Teachers had argued that they were never given any direction on how to spend the extra 45 minutes of their day. In many cases, the time was spent in meetings or on paperwork instead of with students, teacher said.

"From what I have seen at my child's school, the extra 45 minutes has done nothing to improve quality of teaching," parent Lakashia Wallace said.

Superintendent Mike Miles had proposed a measure suggesting how teachers spend the extra 45 minutes of their day, but trustees decided to go back to the way things were -- a 7-hour-45-minute workday.

"Sometimes we make a mistake, and I think this is one of those times," Trustee Nancy Bingham said. "We as a board did make a mistake."

Miles said teachers would remain on their current schedules until they have a plan in place to transition back to shorter work day, which should happen on or before the first of the year.

The family of Andrew Rodriguez filed a complaint against the Hurst police officer they say used excessive force violating the teen's civil rights in a video posted on YouTube.

Video from the dashboard of a Hurst police car sheds new light on the controversial arrest of a teenager that led to an officer's suspension.

The video, which police released Thursday, shows that 17-year-old Andrew Rodriguez argued with Officer Miguel Jimenez when Jimenez told him he was under arrest and to put down his cellphone.

A previous video that Rodriguez's friend shot on a cellphone begins with the struggle that followed.

The police video shows that Rodriguez called his mother when Jimenez tried to arrest him.

"You want me to take the phone from you or you want to hang it up?" the officer asked.

"You are not going to take it," Rodriguez replied.

"I'm going to take it," Jimenez answered. "I guarantee you I am going to take it."

Rodriguez can be heard having a brief conversation with his mother.

"I'm at the park, and this cop is harassing me," he said.

At that point, Jimenez apparently grabbed Rodriguez.

"Don't touch me, dog," Rodriguez is heard telling the officer.

Another teenager started taking pictures with his cellphone.

That video, posted on YouTube, stirred a controversy when a second officer, Disraeli Arnold, showed up to assist Jimenez. Arnold is seen on that video jumping on Rodriguez and unleashing a rash of obscenities.

"Move and die," Arnold said.

Arnold has been suspended while the police department investigates.

Rodriguez is charged with resisting arrest. He said he will plead not guilty.

An infant is hospitalized and her father is dead after an early-morning rollover crash in Grand Prairie, police say.

Police said the driver of a pickup truck was ejected from his vehicle and died Wednesday morning after first colliding with an SUV and then losing control of his vehicle.

The driver of the truck was not wearing a seat belt, police said.

A child secured in a car seat escaped serious injury, but was transported to Children's Medical Center in Dallas in good condition.  Wednesday afternoon, NBC 5 learned the child is going to be fine and suffered only bruises.  She'll be kept overnight at the hospital for observation before being released.

The driver of the SUV was not injured.

The names of those involved in the crash have not yet been released.

The crash, which took place along the 1200-block of 3rd Street at about 8 a.m., is under investigation.

Dallas Officer Faces Investigation Over Online Video

A Dallas police lieutenant whose husband was killed on the job is the subject of an internal investigation and may face discipline, NBC 5 has learned.

The Dallas Police Department has launched an internal investigation into a high-ranking lieutenant over a video posted on her record company's website.

Lt. Regina Smith, who oversees two police units, also runs music production company and independent record label Big Rush In. Smith started the the company after the 2009 death of her husband, Sr. Cpl. Norm Smith, who was nicknamed the "Big Russian."

Regina Smith performs as rapper Lucille Baller and, in one song, threatens to shoot anyone who messes with her.

The Dallas Police Department is investigating whether any content on Big Rush In's website may have violated its general code of conduct.

In the video on the website, Smith shows off her gun, which she calls "Ms. Lucy."

"I've got Ms. Lucy right here," she says in the vidoe. "Ms. Lucy isn't loaded."

Smith then dry-fires the weapon several times and claims she's strengthening her trigger hand.

The website was shut down Wednesday afternoon and has a notice that says it's "under construction."

In the video promoting her rapper alias, Smith talks with friends about breaking into the music business and warns anyone who might mess with her, pulling out a shooting target.

"I'm not here to play with these young'uns," she says. "If they think they're going to take advantage of me, they've got another thing coming. It's quite a different world than the police world. And you know what I'll do if someone try to take advantage of me? You see this bullet right here? I'll stick it from their rooter to their tooter and bring it out."

The public grieved with Smith when her husband and fellow police officer was killed in the line of duty. He was shot and killed while he and other gang-unit officers attempted to serve an aggravated assault warrant.

The picture of the red-headed aspiring rapper is much different than the grieving widow seen in 2009.

Eerily, her video begins with officers shouting, "Dallas police, Dallas police. Open the door!" Then gunfire erupts.

Smith also explains how hard it's been dealing with her husband's death.

"Since that day, my life has been in a state of depression and grief over losing him. The devastation I feel over losing Norman has not dissipated," Smith said before she went on to criticize the department for not standing by her. "I have been alone as far as support from the department. I have not been alone when it comes to my friends."

Dallas police said Wednesday morning that Smith has been placed on paid administrative leave until the investigation is over and until the department decides if she will face any discipline.

Sources say that images depicting officers, the DPD logo and such could result in a reprimand of some kind.

A second Dallas police officer listed on Big Rush In's website as an artist works out of the Southwest Division. He is not facing any investigation or discipline.

A Garland High School teacher has struck a deal with federal prosecutors, in which he will plead guilty to possession of child pornography for videotaping himself engaged in various sex acts with a student, according to court documents.

A Garland High School teacher has struck a deal with federal prosecutors in which he will plead guilty to possession of child pornography for videotaping himself engaged in various sex acts with a student, according to court documents.

Willis Bassham has been removed from his position at Garland High School, according to district officials.

"Once we became aware of this situation, we acted," said Chris Moore of the Garland Independent School District.  "We looked into it.  We did an investigation, quickly contacted the police department, placed the employee on leave ... it is extremely unfortunate and it's inexcusable when these things occur, parents send their kids to school to learn, it's a safe zone and when things like this happen, it raises questions."

In May of this year, the school district placed the Social Studies teacher on administrative leave after a teacher voiced concern. Investigators reportedly recovered at least two video clips from a cell phone at Bassham's home.

Both clips show Bassham taking part in sexual activity with a student who was younger than 17, according to court documents.

In the Garland High School year book last year, Willis Bassham is quoted as saying, "I would hope I am a better teacher."

"It was a disgrace and disrespectful to the school, the teachers, the district and everyone involved in the situation," said Marcus Bell, a Garland High School graduate. "It's not right to mess around with students, especially way younger than you and don't really know any better."

Under the plea deal, which can be read here, Bassham would plead guilty, serve eight years in prison and have to register as a sex offender.

A judge has yet to accept the plea agreement.  No court date has been set.

A Grand Prairie homeowner was on the phone with 911 operators when he shot a knife-wielding intruder who was later identified as a neighbor, police said.

It happened about 2:30 p.m. in the 2000 block of Clark Trail. The resident heard a side window shatter and armed himself with a .40 caliber handgun, police said.

The suspect, Gilberto Balderas, 21, was shot in the stomach. He lives just blocks away -- on the same street.

"I'm still in shock," said neighbor Lena Tinajero. "I can't believe it. You know, you don't think, you never never think it's your neighbors -- especially if you know them, so I'm still in disbelief."

Police said the homeowner kept Banderas at gunpoint as officers arrived. Police had to break the glass on the front door to get into the home.

"During the conversation with him, we could hear him yelling, 'You came at me with a knife,'" said Grand Prairie detective Lyle Gensler. "We responded within about a minute and 30 seconds."

Banderas was transported to John Peter Smith Hospital in Fort Worth.

The home is located near Camp Wisdom Road and Lake Ridge Parkway south of Interstate 20.

A Hurst police officer has been placed on administrative leave after an "embarrassing" arrest video was published on YouTube.

Officer Disraeli Arnold, a four-year veteran of the department, was caught on camera Wednesday kneeing a teenager in the back of the head while cussing and threatening him.

Kelly Pope said her family doesn't question the arrest of her son, 17-year-old Andrew Rodriguez, but plans to talk to the police department about how her son was arrested. She also said she wants Arnold to turn in his badge.

"I would like that guy off the force, is what I'd like," she said.

After an hourlong meeting with the Hurst Police Department on Monday, Pope and a group of civil rights activists suggested that Arnold be charged with aggravated assault and attend anger management classes.

"We've never seen this kind of aggressive behavior by a police officer against a member of our community," said Carlos Quintanilla, of Action America.

Pope said she knows her son initially was wrong but said that Arnold's actions were excessive.

"He [her son] knows that he handled it badly at first, that he should have been a little more cooperative," she said. "But, you know, the second officer -- there was no reason for it."

A friend of Rodriguez uploaded video of the arrest to YouTube.

"He (Arnold) comes up at a jolting sprint, kneed him in the back of the head and, as you can see on the video, he says, 'If you move I'm going to [expletive] kill you,'" Pope said.

The teen and the officer verbally sparred back and forth while he was taken into custody.

Afterward, Arnold paraded in front of the friend recording the arrest and said, "You got it on tape? Arnold, 654!"

Hurst Police Assistant Chief Steve Niekamp said Monday that Arnold responded to a request for backup from Officer Jimenez.

Niekamp said Rodriguez kept trying to walk away while Jimenez questioned him and eventually shoved the officer. Jimenez then took Rodriguez to the ground, he said.

He said the video appears to show that Jimenez was struggling to get the situation under control.

"There probably was a heightened sense of an officer in trouble," Niekamp said. "Rodriguez should have complied. He had plenty of opportunity before that to listen to the officer's commands."

The department on Monday morning placed Arnold on administrative leave pending an ongoing internal affairs investigation. The department said the officer's actions, including kneeing the teen, swearing and parading in front of the camera are all major concerns.

"This is not behavior that the city of Hurst or the Hurst Police Department promotes or condones," the department said.

"You can't help but be embarrassed -- not only for the officers that work in our department, but for anybody in the law enforcement profession," Niekamp said. "You just expect when an officer shows up, they're going to be in charge. You don't want the foul language, anything that looks like it might be overreaction. You just want to be professional, calm and in control of the scene."

According to a performance assessment and disciplinary file released by Hurst police Monday, Arnold has met or exceeded police standards in nearly every assessment in four years. The department considers qualities such as professionalism, respect and teamwork.

However, on an otherwise good performance assessment, the document noted that in May 2010, "Officer Arnold's enthusiasm may make him overzealous at times, which can cloud his judgment when it comes to policy, procedure and tactics. Sometimes he needs to step back and see the big picture and risks involved."

Pope said that she is satisfied with the way the police department has handled the situation up to this point. An internal investigation will move forward once Pope files an official complaint, which she said she expects to do Tuesday.

Small business owners are hoping you don't forget the little guy this weekend.

After shoppers flock to the mall and large retail chains on Black Friday, many are hoping customers participate in "Small Business Saturday."

"In order to compete with the big boys," said Suzanne Roberts, who owns her own store, Suzanne Roberts Inc., in Snider Plaza in University Park.

Roberts said she can't offer the big discounts like major stores, but to lure customers into the store, she is offering something.

"Our special is nothing like theirs. At 20% off, that's a big special for us," Roberts said.

Vickie Brown, who owns Love Tennis, also in Snider Plaza, is doing the same thing.

"Right now, we are having a sale. We moved it up just about three weeks. We usually do it just before Christmas, but we thought for Small Business Saturday we were going to offer 75-percent off of past seasons of Stella McCartney and Adidas is 30-percent off," Brown said.

Both women said it's important for shoppers to remember small businesses in order to support the local economy.

They also point out customers won't have to deal with the hassle of long lines and crowded aisles.

"It's so intimate with the customer and we have our clientele base where we get to know the customers one-on-one. So it's not just a come in and shop. We really get to know you," Brown said.

Thousands prepare to turn the lights on in Downtown Fort Worth.

Sundance Square has the Christmas Spirit.

On Friday, Sundance Square hosted the Fort Worth Parade of Lights. Thousands of people crowded the streets to get a look at more than 100 floats decorated with lights.

But the big draw was a big tree. Santa Claus came into town to help light up a 55-foot blue spruce tree from Michigan decorated with ornaments.

Based on reaction from kids in the crowd, the event was a hit.

"We get to see the tree light up, and we get to see, we get to see Santa!" said an excited Kaila Delane of Irving. "It's my first time, but I kind of like it. It's like New York."

Hundreds of people waited in line to pose for a picture with Santa and the tree. Pictures are $7 and benefit charity.
